A thin local UI over RuleOak CLI

The public VS Code extension is intentionally not a second authority engine.

• detects likely MCP/config files by filename/path until the user selects one
• invokes a local RuleOak CLI with spawn(), argument arrays and shell: false
• performs no HTTP/network request in extension code
• does not auto-install RuleOak
• does not upload prompts, source, configuration contents, credentials or evidence
• opens Flight Control through a visible local terminal

Marketplace publication is a separate external distribution gate and should not be inferred from source existence.
