Flight Control is a local UI/API surface over the public RuleOak authority model; it is not a hosted authority service.

Authority operations

The CLI can preview/create envelopes, delegate attenuated grants and revoke grants/envelopes/leases. Budget and delegation constraints remain part of the public authority contract.

A UI operation cannot bypass the same public validation and replay/revocation semantics.
